An updated statewide, evidence-based infrastructure plan for Victoria
Victoria’s 30-year infrastructure strategy provides practical, evidence-based advice on the most critical projects, policies and reforms needed over the next 3 decades.
The strategy sets a vision for how infrastructure can shape a thriving, connected and resilient Victoria. It guides how the Victorian Government can meet today’s challenges and plan effectively for the future.
Victorians told us they want infrastructure that helps them:
- access opportunities
- stay healthy and safe
- support a thriving natural environment
- build a productive and circular economy
- reduce the effects of climate change
- manage risks and adapt to change.
This strategy’s recommendations and future options aim to achieve those goals and strengthen Victoria’s resilience over the next 3 decades.
Since the 2021 strategy, the Victorian Government has invested in major infrastructure projects. It has built and upgraded hospitals, removed level crossings and delivered new roads and rail. Nearly 85% of the 2021 recommendations are complete or underway.
The 2025–2055 strategy builds on this progress and clearly identifies future infrastructure priorities for the state.
Recommendations
The 30-year strategy makes 45 recommendations to the Victorian Government and identifies 8 future options. This includes housing, energy, transport, health, climate change and education. It covers the entire state, including regional Victoria, our growing suburbs and metropolitan Melbourne.
Recommendations are actions the Victorian Government should begin within 5 years. They include projects, policies and reforms Victoria needs before 2030, or early planning for longer-term challenges. The Infrastructure Victoria Act 2015 requires the government to respond to these recommendations.
Future options are ideas that may be needed over the next 30 years. They show clear benefits but do not necessarily require immediate government action.
