New chair and new independent director of Infrastructure Victoria
Lucia Cade is the new Chair of Infrastructure Victoria, the state’s independent infrastructure advisory authority.
Ms Cade is an experienced non-executive director with professional engineering and commercial experience across private, listed and government sectors. She has expertise across a broad portfolio including utilities, manufacturing, waste recycling, energy research and infrastructure investment.
The Victorian Government appointed Ms Cade as an independent director of Infrastructure Victoria in 2024. She was previously Chair of South East Water and is currently Chair of Paintback and Methodist Ladies College. She is also a director of TasWater, Urban Utilities, The Environmental Group Limited and Hancock Victorian Plantations.
Ms Cade’s appointment follows Jim Miller’s 10-year term as inaugural Chair of Infrastructure Victoria.
Ms Cade paid tribute to Mr Miller’s leadership of the statutory authority over the past decade. “Together with the board and staff, Jim has positioned Infrastructure Victoria as an independent and authoritative voice on the state’s infrastructure needs and priorities.”
Ms Cade said “Under Jim’s leadership, Infrastructure Victoria tabled two 30-year infrastructure strategies in the Victorian Parliament. Nearly 90 per cent of the 231 recommendations in these strategies are underway or have been implemented by the Victorian Government – that is an extraordinary record of achievement for any advisory authority.”
Infrastructure Victoria also welcomed the appointment of new independent director Andrew Pickering.
Mr Pickering has extensive professional experience across the infrastructure sector in funds management, project development and as a lawyer. He has held senior executive roles in the energy and investment sectors in Australia, Asia and the UK, including as Vice President of China Light & Power International and Chief Executive Officer of TruEnergy.
Mr Pickering is currently Chair and Chief Investment Officer for Foresight Capital Holdings in Australia, a UK infrastructure fund manager. He was previously a director of Equipsuper and Electricity Generating Company (Thailand).
